Signatures Missing From Anti-Lynching Bill

John Aravosis starts the ball rolling (again), in what is a "ready to go campaign for Tuesday."

By a voice vote last night, the U.S. Senate finally passed "S.Res. 39, Official Title: A resolution apologizing to the victims of lynching and the descendants of those victims for the failure of the Senate to enact anti-lynching legislation."

Nevermind the fact that even Senator George Allen (R-VA) a co-sponsor of the bill is man who proudly hung a noose in his law office and confederate flag in his home. The problem is that 20 Senators did not co-sponsor the bill and it gets worse. Twelve Senators would not support the bill, that's why there was a voice vote as opposed to an actual roll-call vote where Senators would be forced on the record. We must find those 12.

80 Senators co-sponsored the bill in total. Right now, Thomas has 60 of the names up, and will add the rest within a day or two. From those 80, leaves 20 who did not sponsor (a sad statement in itself), 12 of which were spared from going on the record because no Senator stood up and called for a roll-call vote.

F comity at this point. There should have been a roll-call. Who were the 12? Democrat or Republican--re-election or not--These names should be uncovered.

Don't let them get away with telling you it passed the Senate tonight, we know that. We want to know if your two Senators were cosponsors or not of the resolution - yes or not. And if they weasel and can't give you an answer, tell them you're reporting back to the blogs, we're making a list, and we want an answer. I'm serious. We can report back as the day goes on.

I also consulted the NAACP Senate Report Card. In addition to the sixteen I listed above, I recommend we contact

John SUNUNU (R-NH)
(38% - ACLU/12% - NAACP)

and

George VOINOVICH (R-OH)
(33% - ACLU/21% - NAACP)

The NAACP scores of the sixteen Senators listed above are, as you can already surmise, atrocious.

I telephoned a few Senators, and here are their responses:

1. ALEXANDER (R-TN) No response at all. The secretary "did not know," and I was redirected to the staff member in charge of that legislation.
He may be one of the twelve.

2. BENNETT (R-UT) No response at all. The secretary "did not know," and I was redirected to the staff member in charge of that legislation.
He may be one of the twelve.

3. COCHRAN (R-MS) "I am not sure," the secretary stated, and I was redirected to the staff member in charge of that legislation. He may be one of the twelve.

4. CORNYN (R-TX) No one answered the telephone. I suspect he is one of the twelve.

5. CRAPO (R-ID) The secretary "did not know." I was also stonewalled. I suspect he is one of the twelve.

6. ENZI (R-WY) The secretary was very helpful, promising me I would receive a letter and a telephone call.

7. GRASSLEY (R-IA) The secretary had "no idea," and his Judiciary Counsel was "not sure." He might be one of the twelve.

8. GREGG (R-NH) The secretary had "no idea," but she did not that the Senator could not serve as a cosponsor as he was "not here in DC but in New Hampshire yesterday and on Friday."

9. HATCH (R-UT) The secretary was somewhat hostile, stating that is was a bill passed by "unanimous consent" and therefore one that all Senators supported. I explained how this was not a compelling argument, noting that Sen. Kerry indicated that twelve Senators were not in support of the bill, and I was immediately derailed. The conversion perversely ended with the secretary asking me if I "trusted" him. I told him I guess I would have to. I believe Hatch is one of the twelve.

10. HUTCHINSON (R-TX) The secretary was "not sure," and I was transferred to a different staff member. I believe she is one of the twelve. Remember, she is running against a candidate for governor who compares her to Hillary Clinton.

11. KYL (R-AZ) The secretary stated he did "not know," but he later telephoned me in order to inform me that Kyl did support the legislation.

12. LOTT (R-MS) The secretary stated she was "not sure," and I was transferred to a different staff member. I believe he is one of the twelve.

13. MURKOWSKI (R-AK) The secretary emphatically stated that Murkowski did support the legislation.

14. SHELBY (R-AL) The secretary stated he "did not know." I will receive a letter in the mail. I believe he is one of the twelve.

15. SMITH (R-OR) The secretary stated Smith did not have the opportunity to become a cosponsor but was "supportive."

16. SUNUNU (R-NH) The secretary stated she did not know, explaining that the bill was passed with "unanimous consent." I suspect he is one of the twelve.

17. THOMAS (R-WY) The secretary "did not know." I believe he may be one of the twelve.

18. VOINOVICH (R-OH) "No statement has been issued," the secretary stated. But the conversation was very amicable.

F comity?

You're F-ing Landrieu. She cut the deal to get this thing to the floor, and that makes her responsible for keeping Democrats from calling for a roll call vote.

Sure, they're under no obligation to do things her way. But the end result would have been a unanimous vote with several out-of-towners not voting, the extinguishing of the issue, and a white-hot pissing match between Landrieu and whoever thought they were proving a point by spiking her deal.

As of 8:59am EDT, 16 JUN 2005, the following Senators neither "support" nor serve as cosponsors of S. Res. 39, the Anti-Lynching Resolution:

ALEXANDER (R-TN)
COCHRAN (R-MS)
CORNYN (R-TX)
ENZI (R-WY)
GREGG (R-NH)
LOTT (R-MS)
SUNUNU (R-NH)
THOMAS (R-WY)

The following Senators ostensibly "support" the resolution, but they do not serve as cosponsors, although one can retroactively serve as cosponsors after a resolution has been passed:

BENNETT (R-UT)
HATCH (R-UT)
HUTCHINSON (R-TX)
KYL (R-AZ)
SHELBY (R-AL)
SMITH (R-OR)

If the intense pressure currently being placed on these Senators continue, a few will be compelled to cosponsor the resolution, thus enabling us to identify the twelve who refused to support this legislation. Vist Sen. Landrieu's website if you wish to view the list of cosponsors and "supporters" her office maintains.
