VA-Sen: John Warner to Announce Re-Election Plans Tomorrow

Sen. John Warner will announce tomorrow at the University of Virginia whether or not he intends to seek a sixth term, according to two top Virginia sources. Warner is planning a 2 p.m. news conference on the grounds of the Charlottesville, Va., school, where he took his law degree over 50 years ago. The Virginian will give his speech near the statue of Thomas Jefferson on the steps of the school's famous Rotunda, adding a fitting Warner flourish to the event. 

His office didn't immediately reply to inquiries about his plans.

Virginia and national political officials have been waiting with anticipation for the Warner decision. His retirement would set off a scramble for the open seat, perhaps pitting former Gov. Mark R. Warner against Rep. Thomas M. Davis or former Gov. Jim Gilmore.

Given John Warner's recent calls for a minor scaleback of U.S. troop levels in Iraq, the smart money says that a retirement announcement is in store for us tomorrow.  With Tom Davis running for Senate, Democrats would have an excellent shot at picking up his trending-Democratic 11th district House seat (Gore lost this district by 7 points in 2000, but Bush only won it by 1 point four years later).  And while Davis' base in the DC suburbs would help him against the Democratic nominee, his profile is no match for former Democratic Governor Mark Warner's.  The only question is: will Mark answer the call?  Or will he bide his time to accept either running mate status on the Presidential ticket, or take another shot at the Governor's office in 2009--a position that he very enjoyed?

C'mon, Chuck, old buddy, don't let me down...

UPDATE: Another interesting wrinkle in the story:

A Senate bid by Gilmore in a hotly contested race could be a bruising battle. The ex-governor likely would face strong competition for the Republican nomination from U.S. Rep. Tom Davis, a Fairfax County moderate who raised about $600,000 in the last quarter.

The state party would have to decide whether to hold a primary election or a convention to decide on a nominee. A convention, which the GOP has traditionally favored in Virginia, would appear to benefit Gilmore because it attracts the party's hard-core conservative base. By contrast, a primary might give the well-financed Davis an edge.

Davis spokesman Brian McNicoll said of Gilmore, "He's won two statewide elections. He certainly couldn't be taken lightly."

Given how utterly disastrous Gilmore's term as Governor was, I warmly invite him to seek his party's nomination.

Time's up for Senator Warner
A few factors lead me to the conclusion that Senator Warner will announce his retirement.

1. His recent bluntness on Iraq. Many politicians subtly hint at an impending retirement by showing a new-found willingness to challenge their party's leadership. A recent example is Rep. Ray LaHood, who complimented the new Democratic majority just days before announcing his retirement plans. Hearing a high-ranking Republican break with the GOP meme on the 110th Congress was a sign that LaHood no longer feared any repercussions for his outspokenness.

2. Geography. Why announce reelection outside one's alma mater. Seeking a warm welcome at his old law school is a sign that Warner wants to be surrounded by old friends as he reaches the culmination of long career of public service.

3. Money. Sure, Senator Warner can jumpstart at his campaign with only a few phone calls, but does he really want to raise millions of dollars for a grueling Senate campaign? After seeing his Senate colleague George Allen lose in a race replete with racial and religious revelations that shook the political world, an 80-something may decide that this is the time to leave politics for good.

4. The ignomity of defeat. Does John Warner want to end his political career with a loss. How do long-time Congresspeople  like Clay Shaw, Phil Crane, and Nancy Johnson  feel about their political careers abruptly ending? If they'd retired, their last public words would not have come in the form of tightly-worded concession speeches.

5. Partisan atmosphere.  While Warner surely relishes his role as the mature one in a party of puerile partisans, he must also be aware that little progress has been made on issues he cares deeply about. If Warner feels that both parties are ignoring his views, He may decide to call it quits and make a reconciliation call to Elizabeth Taylor.

Car tax
I curse that idiot Gilmore every year when I write out a check to the DMV.  No car tax my ass...10 years and counting, jerk!

I sorta have my pulse on the hillbilly elite/Christian right here in central VA, and my man puts Huckabee as the guy to beat.  (Nationally, of course).  I have to think that if Gilmore runs for Senate, a reasonably competent Democrat effort, i.e. reminding people that they still pay a car tax, would torpedo him against a reasonably competent Dem campaign. 

M Warner?  I am a huge supporter of him as a Gore-like savior; another Govship is probably the smart move for now, but he'd be the man with the plan in a Senate race.


Warner to Surprise?
Maybe he will surprise us all and announce he is moving to Iowa with Sen. Larry Craig and they intend to marry. [Elizabeth Taylor would probably approve.]

Has anyone asked Sen. Diaper Dave Vitter whether he thinks Sen. Larry Mensroom Craig should resign from the Senate?


What?
I'm all in favor of tearing down Republicans based on their hypocrisy, corruption, and scorched-earth campaign tactics.  But I don't see how John Warner ties into that.  While I disagree with him on most issues and hope he retires, I certainly don't find him to be contemptible in the way that hypocrites like Vitter and Craig are.  Warner comes from a different era, one in which the political process was carried out with greater dignity and respect.  Therefore, I think it is perfectly possible to express hope that he will retire without engaging in the juvenile name-calling that has become an unfortunate hallmark of our times.

Oh, and I really don't see what Iowa has to do with any of this-- perhaps you meant to say Idaho, Mr. Craig's home state.
