IN-Sen: $1 Million Down, $12 Million to Go

It's a start:

Sen. Evan Bayh (D) announced today that he has contributed $1M of his campaign cash to help Rep. Brad Ellsworth (D-IN) succeed him in the Senate.

"This is a million dollar vote of confidence in Brad Ellsworth and Indiana Democrats," said Bayh. "Though I am leaving the Senate at the end of my term, I am determined to help Brad Ellsworth and the 2010 Democratic ticket with the financial resources they need to run a successful campaign." [...]

"This unprecedented contribution will be put to good use in electing Brad Ellsworth ... and in helping Democrats from the top of the ticket on down," said IN Dem Chair Dan Parker.

Don't get me wrong: I'm quite pleased that Bayh decided to share some of his spoils to help out Indiana Democrats with a tough election cycle. But the reality of the situation is that $1 million will only cover a small amount of the bill that was necessitated for Democrats by Bayh's surprise decision to retire. And it's not like Bayh is hurting for cash now; after cutting this check, Bayh will be left with a whopping $12 million left in his Senate account. He really needs to make a very substantial donation to the DSCC in order to offset a greater share of the costs of defending his open seat.

This is a nice and very welcome first step, but Bayh is still millions of dollars away from getting off the hook, lest he forever be saddled with the title of miser.

The
word on the ground is he is considering a 2012 gubernatorial campaign. He will probably hold onto most of his cash if that's the case. I was disappointed to see that he only gave a million as well. He really could have coughed up more than that.

Even so
If he's running for governor or ANYTHING in 2012, he's got the connections to raise a lot of money pretty easily. If he had $2 million in the bank, he'd be in good shape for a gubernatorial run in two years. $12 million is just disgusting.

Can he use that cash?
a) Is an Indiana gubernatorial campaign going to cost that much?
b) Is he allowed to transfer money from his federal account to a state race?

Yup
he's allowed to use the money. As for if he needs 12 mill, well no, and like I said he could give more. There's always the possibility he wants to run for President in 2016. I agree with James that he should be doing much more, let's hope he's not done giving yet.

I think he's going to run for governor as well
But you'd think he'd want as friendly a legislature as possible going into the office, and I think best case scenario it's going to be very hard for us to hold the General Assembly, worst case scenario we get walloped.  Given how much money he has to spend, target some of it for state legislative races here.

That's an awful lot of money, really.

If
he continues to give out money like this, especially to Hill and other vulnerable Indiana House members and other Senate and House members/candidates I will take back everything bad I have said about Bayh in the past. Especially since he announced he wouldnt run for re-election a week before the deadline which I first thought would hurt us but ended up helping us.

If he gave a million each to the DNC
The DSCC, the DCCC and the DGA then I would be happy.

Seems clear he's running for Gov
So it makes sense to hold onto the majority of the dollars.

It would be a good guy move to give a bunch to Baron Hill, who seems to have gotten the short end of the stick in terms of this reshuffling.


He's limited by law
in how much he can give directly to Hill ($4,000). If Bayh wanted to be helpful, though, he could send a big check the DCCC's way.

The $1M went to the Indiana Democratic Party

The Indiana Democratic Party announced Tuesday that it has received $1 million from Bayh's campaign committee -- money that party officials said would be used to help elect Rep. Brad Ellsworth (D) as Bayh's successor.

Technically, couldn't the Indiana Democratic Party use the money to help any campaign they want- Ellsworth or Hill (or other IN races for that matter)?
Does it have to do with running for a vacate seat vs running for re-election?

There's a difference
Between giving money to a candidate and giving money to a party; when you're an incumbent, you can give an unlimited amount of your cash reserves to a political party committee, but only a limited amount directly to a candidate.

Yeah, the Indiana Democratic Party can use the money to help out their entire slate of candidates (and it sounds like they will be doing some of that), but the presumption here is that a good chunk of that money will be spent on behalf of Ellsworth.

Given that the Supreme Court says it's OK
I think that Evan and Susan Bayh should declare themselves a corporation (they practically are already) and just directly spend on Indiana Democrats here!

That's the best thing I've read on this blog all day, except for maybe the part about the Florida Whig Party.

Except, you know, if the Bayhs became a corporation, they'd pay all of their money back to themselves as bonuses anyway. After all, nobody has a higher opinion of Evan Bayh's performance than Evan Bayh.
