PA-11: Barletta's Back

He's hoping the third time's the charm:

Republican Hazleton Mayor Lou Barletta will announce today that he will mount a third run for Congress next year, two party sources familiar with his plans said.

An e-mail from his campaign said he will announce his decision at 10 a.m. through an Internet webcast on his campaign Web site, www.loubarletta.com.

The loudly anti-immigration Barletta lost by a substantial margin to Rep. Paul Kanjorski in 2002 when Barletta wasn't widely-known. He came within 52-48 in 2008, after most polls showed Barletta winning. Obama (and local fave Joe Biden) coattails, and a truckload of DCCC dollars, helped Kanjorski get over the top.

This time, however, Barletta faces some primary opposition: attorney Chris Paige, who's taking issue with Barletta's stridently anti-immigrant stance (although it's not exactly clear whether he's doing so as a business moderate or a hardcore libertarian). Barletta also starts with one other disadvantage: he's still saddled with $250K in campaign debt from last time, but he says that money raised now will go to his 2010 race, not paying down old debt.

There are two possibilities here: Barletta could do even better next year, as it's a non-presidential year and his particular brand of conservatism (right-wing populism, rather than theocratic) is playing especially well right now. Or, he could stagnate at the same level of performance, as he may be showing some staleness and third tries usually don't go so well. Actually, there are third and fourth possibilities: the 72-year-old Kanjo could say "screw this" and retire, or he could lose his own primary bid to 30-something Lackawanna County Commissioner Corey O'Brien. In either case, the fresh-legged O'Brien might actually fare better against Barletta than the rusty and baggage-toting Kanjorski, benefiting from the D+4 district's natural Democratic lean.

At first blush, at least.

This district was packed in 2002, and it's Gore/Kerry/Obama .

Bad news
Kanjorski needs to retire.  It took Obama, Biden and a great democratic year just to pull his tired old self over the finish line.  I doubt he can squeak out another one without help at the top of the ballot.

Role Reversal?
It looks like an established favourite (Barletta) is being challeged not by a crazy right wing teabagger, but by one of those iffy moderates the GOP is scared of having in their party right now. That's an interesting role reversal. I wouldn't be surprised to see the teabaggers come out in full force for Barletta because of his anti-immigration stance.

He does seem to follow in Tancredo's footsteps.

Unfortunately for us
Barletta is relatively well-mannered and doesn't come across as a crazy like Tancredo.  Sad considering any Dem but Kanjorski would probably beat Barletta in 2010.  Hope Kanjo gets the message.

There's no way Barletta would hold this seat in 2012.

Oh I agree
Even if an incumbent protection map was drawn in 2012 and tried to help Barletta hold it he probably wouldn't.  There doesn't appear to be enough GOP territory in that area to keep Barletta in the seat.

It would take a swap between the 10th and 11th
Chris Carney would get Scranton and Wilkes-Barre and Barletta would take a lot of Carney's current territory. That's actually not too hard to accomplish.

Id much rather have it be
a solid liberal and a Blue Dog if we can still help it!  If Dent stays in PA-15, is there anyway to combine that blue territory with Scranton?  Combine Dent and Barletta and just create an extremely solid blue district, which I spose would solve the, who to combine into one district problem as PA is losing one seat.  Now that sounds like a plan, if feasible and if it comes to that.

But the PA legislature probably thinks differently.
