VA-05: Goode to Seek Recount

From CBS 9 in Charlottesville:

Monday is a big day in Virginia's 5th Congressional district, as the results of the race between incumbent, Republican Virgil Goode and democratic, challenger Tom Perriello will be certified by the Virginia Board of Elections.

According to the State Board of Elections, with over 316,679 ballots counted, Perriello holds a 745 vote advantage in the race. That amounts to about a quarter of one percent, meaning it is well within the threshold necessary for a recount.

Goode's team has told CBS 9 that they will seek a recount.

I'd be really surprised if a recount changed the result, given that there haven't been reports of the kind of widespread problems which might lead a reasonable soul to question the results. And while the margin is similar to Norm Coleman's on election night, the total number of votes cast in this race is not even a ninth of the number in MN-Sen, so the odds of a sufficient shift are far lower.

If the situation were reversed I'd want our guy to ask for a recount even if it is a very longshot.  No reason to have a double standard because it's a republican asking for a recount.

745 votes is a lot to overcome
That's nearly 3.5x Coleman's margin pre-recount in a Congressional race.  Unless a lot of lizard people are found, the seat is Periello's.

Will Goode get a rematch in 2010?

But you can bet your ass that Minnick, Periello (assuming he survives the recount), and Kratovil are going to be top five targets for the Repugs.

If I had to bet,
Unless Goode shoots for a rematch, Perriello would be relatively safer than the other two.  The district is trending Democratic, Goode was popular.

His district is the most Democratic of the three.  Obama narrowly lost it.  Warner almost assuredly won it.  Kaine got a plurality.  Webb did respectablu.

Much easier
then those two probably. But it will still be a top target, especially if Goode or another top tier Republican gives it a go.

I would also imagine Bobby Bright and Mary Jo Kilroy would get major opposition. Those will probably be the top five GOP targets (pending recruits of course) and I feel good about keeping at least three of them if not four.

Wouldn't be surprised to see NY-29 (50,000 enrollment edge for GOP), NY-24, and PA-11 (Kanjorski) on the GOP wish list. If CA-11 went our way, that would be on the list,too.

The two FL districts that flipped
FL-08 and FL-24 will probably get decent GOP challengers.  FL-08 we should be able to hold without too much trouble given the voter trends in our favor.  

FL-24 might be a bit harder to hold.  This is still a moderately conservative district and the GOP has a good bench in the district.  I think Kosmas will be able to hold on, but it'll be a tough right.  Hopefully Feeney is stupid enough to run, and get crushed again.

Well it's kind of mixed between North v. South
the Northern part of the district, primarily in Charlottesville and Albemarle county, but also some surrounding rural counties, are certainly growing the most in population and also Democratic prescence and gains. The South, on the other hand, is similar to other parts of rural Virginia that has been slowly drifting to the Republicans in recent years, but still (as in the occasion of Periello) vote for Democrats on occasion. I'd still like to see this district become safer.

It's still...
only 0.25% of a deficit for Goode.  I have no problem with Goode asking for a recount, even at taxpayer expense.  It's close enough that it's perfectly legitimate.

Gripe with CNN, etc.
They changed the standard on this race.  No votes were counted for Perriello or Goode after November 10 but they required the state to certify a winner.  That's not how the other races were called.  Still scared of Republicans, CNN?  Perriello claimed victory on November 7.

They shouldn't call the race yet

Read this:

As someone who works in the quarantine room on election night at Edison Media Research, I can tell you that we will not make a call if a race has the potential to be in a recount situation. In a close race, we review the recount procedures and consider what we believe to be the outstanding absentee and provisional ballots before we are willing to make a call. It is not the job of the media to prejudge the election process when there is a possibility for recount procedures to take place. Think: Florida 2000.

If the Obama campaign makes a formal statement that they concede Missouri, then I would expect the media would call the election outcome. My guess is that they will wait until the results are certified to make a decision if they will request a recount. As we have seen in Minnesota, there can be human errors lurking in the results reported to date.

VA recounts
The last major statewide recount in VA was 2005 (Democrat Creigh Deeds narrowly lost to Republican Bob McDonnell). Statewide, the number changed by 37 votes.

Can't imagine much change in 1/11 of the state.


Way to waste
taxpayer money. But then again he's got a long history doing so. I wonder if he's a sore enough loser to run again if this fails? I would imagine this would be a top target for Republicans in 2010.

How much does a recount cost?
I seriously doubt if after a recount that Goode would win this seat.  To put this race in perspective, the Coleman/Franken recount has approximately 2.9 million votes with an initial margin of 215 votes.  The VA-05 race has approximately 316,000 votes.  If the VA-05 race was as close as the Minnesota Race, there would be about 24 votes separating the candidates.  24, as compared to the 745 difference, is much smaller.

Perriello certified the winner
The Charlottesville Daily Progress is reporting (as of 12:05 PM) that Tom Perriello has been certified the winner by the state Board of Elections.

Hip, hip, hooray.

No statement by the Goode camp which may mean they are actually considering conceding or may mean they are simply disorganized.  The Perriello people essentially repeated their victory statement of November 7 and added that Tom Perriello has already attended an orientation meeting for new congressmen.


Goode not likely to win comeback try in 2010
If Goode ran again in 2010, which he likely will, he won't defeat Perriello. Goode may be, perhaps, the last old-school Byrd Democrat left in Virginia. However, he didn't realize that the demographics of his district were changing.
