DE-Sen: Beau Says No

The supposed heir apparent to Joe Biden's Senate seat, Delaware Attorney General Beau Biden, has pulled his name from consideration for the soon-to-be-open seat, according to Chris Cillizza.

This actually may not come as that big a surprise, as Beau Biden will be deploying to Iraq for a year as a military lawyer and will not be available to serve in the Senate during that time. Importantly, the younger Biden did not rule out running for the seat in the 2010 special election, when he would be done with his military obligation.

So, this really doesn't alter the conundrum that we talked about last week facing incoming governor Jack Markell (or outgoing governor Ruth Ann Minner, depending on the order in which the handovers happen): does Lt. Governor (and gubernatorial primary loser) John Carney get the nod, with the expectation of a permanent post, or does an elder statesman placeholder get the seat for two years, followed by Beau Biden (or a battle royale between Biden and Carney)?

Instead of putting your family's interests ahead of America's, you opted for the honorable thing, and you're serving in Iraq to boot. Good for you.

I Favor the Placeholder
I don't really know much about either Beau Biden or Carney.  But, I have a preference for politicians to win their seats at the ballot box rather than having it handed to them.  This is especially true when it's not likely to hurt us by not having the incumbent in place already.  I'm assuming Castle doesn't run.

Castle Isn't In The Running
He's too old, and he might retire by the next election altogether. I think we can look forward to a new Senator and new House member being elected from Delaware in 2 years.

Not so fast
Castle has been mentioned among many on the usual suspects as a legit potential candidate, with some outlets going so far as to calling him a likely candidate.

He always wanted to be in the Senate, maybe he sees a term or two in the upper house as an appropriate way to cap off his career.

I have to wonder if his health is still an issue (recall those very hush-hush strokes in the fall of 2006). He'll be 71 in 2010... while he is very popular, I'm guessing he'd have a hard time against a younger, more active Democrat.

let Castle run
Biden's Son will beat him, and we get an open house seat that we should win. Carney can run for that. It's a win win for everyone.

I'm for a placeholder, which makes this scenario possible to take place and gets us a full democratic delegation from Deleware.

There's a big difference between beating up on token challengers for the house seat every 2 years and facing a real democrat for a Senate seat.

Like I said in the earlier thread, Biden III and Carney are both worthy candidates; the Delaware primary voters should decide who they want to carry their standard for many years to come.

Is there any chance that Minner allows
Markell to appoint someone even if the seat opens up during her term?  Leave it vacant for a day or two (or even a few hours).

Question: does Beau even WANT the seat?
I've heard many people talking about putting him there, but I haven't noticed anyone saying he actually wants it.  Sure, he may be the most logical successor, but I don't know whether he wants to be it.

In most cases, I'd rather a substantial replacement be in place for now.  And given that Beau is Joe's son, I'd really rather it not look like there's a conspiracy to hand Beau the seat.

Himself out of consideration for the 2010 race if he''d wanted. His silence is pretty deafening in this case.

Why should he make
decisions with regard to 2010. The only non-incumbant who already made a decision to run is Rep. Tiahrt in KS. With his coming tour in Iraq I guess there might be some other issues on his mind right now...

But he's already made it known that he doesn't want to be appointed to the seat and if he had no interest in the seat, he could've easily made that known as well.
